About Saifullah Khan

Mr. Khan, an international trade, privacy and policy lawyer, has more than twenty five years of diversified and multi-jurisdictional professional experience in the areas of international trade policy and law advisory. He has extensive practical experience in drafting and advising on practical aspects of various regulatory frameworks. He carries expertise in WTO Laws, which includes Agreement on Anti-Dumping, Agreement on Subsidies & Countervailing Measures, Agreement on Safeguards, etc. He also practices Data Protection & Cyber Security, Anti-Trust and Competition Law, IT & e-Commerce, Trade Agreements, issues relating to Para-Tariff & Non-Tariff Barriers and Alternate Dispute Resolution Mechanisms like Mediation & Arbitration etc. He has advised numerous clients in this regard and has also represented clients before the executive and judicial forums. His work also includes advising the government on trade policy issues and trade remedy laws. He is a Member of the International Chamber of Commerce (ICC) Pakistan Commission on Alternate Dispute Resolution & Mediation. Mr. Khan is also a member of the Near East and North Africa (NENA) Regional Network of Experts on Agriculture Trade (RNE-AT) of the Food and Agriculture Organization (FAO).

Mr. Khan attended Executive Education Program on "Mastering Trade Policy" at Harvard Kennedy School in Boston, USA and another on "Negotiation" at Harvard Law School, hosted by the Global Business School in Dubai. Additionally, he attended a certificate course on "Data: Law, Policy and Regulation" at the London School of Economics and Political Science (LSE). He is a Member of the International Association of Privacy Professionals (IAPP).

Mr. Khan, with his extensive experience and expertise in the Trade Defense Laws of the WTO, is recognized globally as a highly successful and renowned anti-dumping lawyer. Engaged in numerous anti-dumping investigations globally, he provides trade remedial consultancy services in accordance with WTO trade agreements to Foreign producers/exporters, domestic industries and importers. Over the past few years, Mr. Khan has notably focused on the legal framework pertaining to e-Commerce, Data Protection & Privacy and Cyber Security, reflecting his awareness of the digital economy's evolution and significance. He offers advice to clients from diverse jurisdictions on matters such as data privacy compliance and cross-border data transfers. Furthermore, in the area of Antitrust & Competition Law (abuse of dominant position, cartels & restrictive agreements, merger & acquisition, deceptive marketing practices), he has been advising clients on adhering to relevant provisions of the Competition Law and representing them before the Competition Commission of Pakistan and the Competition Appellate Tribunal. Additionally, he conducted the Competition Law Compliance Assessment Program and Competition Law training sessions for various companies.

Mr. Khan also has legislative drafting experience to his credit and has supported the relevant ministries (Government of Pakistan) regarding drafting or modifying the laws on the Pakistan Single Window, trade remedies and personal data protection.

Mr. Khan actively participated as a panelist, speaker, moderator and attended various international forums including, World Trade Organization (WTO), Food and Agriculture Organization (FAO), United Nations Conference on Trade and Development (UNCTAD), United Nations Commission on International Trade Law (UNCITRAL), United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT), South Asian Association for Regional Cooperation (SAARC), World Economic Forum (WEF), European Commission (EC), BRICS & SCO, The Commonwealth Secretariat etc. Mr. Khan conducted the number of research studies for international organizations and industries.

Mr. Khan has been invited to deliver lectures on Trade Remedy Laws for fresh (newly qualified) civil services officers at the Pakistan Institute of Trade and Development (PITAD), Islamabad, Pakistan. His services have been hired by the International Trade Centre (ITC), Geneva for developing a course for Commerce & Trade Group Officers on Trade Remedy Laws & Dispute Settlement Mechanism of the WTO as part of a specialized training program under Mid-Career Management Course (MCMC) held at PITAD.

Mr. Khan had delivered lectures to the Government Officers of the UAE at Mohammad Bin Rashid School of Government (MBRSG) at Dubai on the topics of “Global Governance and Personal Data Protection” and “Global Governance and Anti-Dumping: one of the emerging public policy issues”. Mr. Khan also delivered a lecture (as a guest lecturer) to the students of Bachelors in Finance of the Zayed University, Abu Dhabi on “Anti-Dumping and Derivatives”.

Mr. Khan has authored the number of articles on professional subjects/topics, published in renowned magazines, journals and newspapers. He has been writing and presenting papers on subjects relating to international trade laws including:
